UFPR Submits Comment to USPTO on Proposed Rule Impacting IPR

United for Patent Reform (UFPR) submitted a comment to the U.S. Patent and Trademark Office strongly opposing the October 17, 2025 Notice of Proposed Rulemaking (NPRM) that would cut off access to the Inter Partes Review (IPR) process in almost every circumstance. UFPR warns that restricting IPR would reopen the door to the large-scale abusive patent litigation campaigns that plagued American businesses small and large for years. On behalf of the millions of U.S. jobs represented by UFPR members, we urge the USPTO to refrain from adopting the proposed rules in their entirety, and instead, to restore access to the IPR process.
